* Modern administrative center to be built on the site of the ex-division

Defence Minister Anyu Angelov officially announced that the site of the former unit in the quarter of Izgrev shall be given for maintenance and management of the Municipality. This happened during the public discussion, titled "The future of military property in Burgas" and organized by "Standart" newspaper.

Such a request was sent by the mayor Dimitar Nikolov to the previous defense minister, but it was not upheld.


* The reasons for the request are as follows:

With adopted in 1991 a detailed development plan, the construction of District Centre there was envisaged. Failure to implement the provisions of this plan, and construction of private properties restituted led to densification of the residential area and a significant increase in population. As a consequence, the complex was left without the necessary legal and administrative facilities for public services to local residents.


"With the assistance of Anyu Angelov we will solve a long standing problem that stopped the development of Burgas to the West. On this place a modern administrative center will be built to accommodate three current municipal areas. We envisage also construction of a community center, playgrounds and areas for sport", explained Mayor Nikolov. He recalled a case of difficult access of the people of two residential blocks in Izgrev / 3 and 3A. They can not reach their homes because of the division fence that was built with the permission of the previous administration.

"Soon, their problem will find its solution," added the mayor.

Anyu Angelov told how the Defense Ministry had plans to sell that property, but a unified position of mayor  Nikolov and governor Konstantin Grebenarov backed by the local parliament, has changed those plans.

The Minister announced that the state wants to gradually get rid of the burden to manage and protect all the former military properties. Options for their future are: transferring control to the municipalities, provinces, or sale by tender.

Minister Angelov said that review of the structure of military forces will be done, the results of which will be clear in September. It is expected, that other properties throughout the country will also fall under "ceased out of use" cateegory. After that the activity of mayors and governors is very important.

After summer vacation Anyu Angelov undertakes to submit for consideration by the Council of Ministers on the proposal to transfer the Division in Sunrise of Burgas. At the same time the mayor will propose Nikolov seat assembly to be simplified due fees and local taxes on property, representing a modest amount against the free transfer of land. Then start the design and funding stages of project implementation.

The future of the division was only one of the issues discussed in Burgas, whose moderator was the editor of the newspaper "Standard" Slavka Bozukova.

It was also attended by the governor of Burgas Grebenarov Constantine, chairman of local parliament Snejina Madjarova, Deputy Mayor of Bourgas Krassimir Stoychev, chief architect Vesselina Ilieva, secretary of the municipality Bozhidar Kanchev, Tasho Zhelev - Director of "Municipal Property" dept., MPs Dimitar Boychev and Stoyan Gyuzelev, President of Bourgas Chamber of Commerce and Industry Tsanko Ivanov, chairman of the Union of architects Vladimir Milkov Burgas, Burgas Ombudsman Tanyo Atanasov, local entrepreneurs.

Together with Minister Angelov came Rumen Kisiov - Director of General Directorate of Defense Infrastructure, Hristo Gadjev - Parliamentary Secretary of Defense and other members of his staff.

During the meeting the governor thanked Konstantin Grebenarov for his assistance to resolve the case with military property near Chernomorets. There were illegal attempts there for sale of land to private person instead of bringing it back to its previous owners.

He learned that the vicious procedure is terminated. Deputies and Boychev Gyuzelev announced that forthcoming changes in legislation will allow people to legally obtain land in Chernomorets, that belongs to them.
