With the European Union’s effort and the declared by the European Commission initiative “Renovation wave” for dealing with energy poverty, the project ComAct, financed by the Horizon 2020 program will present a set of financial, technical and organizational tools that can be applied to reduce the monthly energy costs of families and increase the efficiency and benefits of renovating multifamily residential buildings. The implementation of energy efficiency measures is more complicated in Eastern European countries than in Western Europe, especially due to the fact that in multi-family apartment blocks, homes are owned by different owners. For the city of Burgas, the Municipality of Burgas has an ambition to engage the Owners' Associations by providing them with sufficient information to make informed decisions for investments in renewable energy sources to build on the results already achieved from the renovation of the housing stock.
