The competition is held every two years in the city of Burgas and is under the patronage of the mayor of the city. The winner of the Hristo Fotev National Award is determined by a five-member jury. They receive a cash prize, a diploma from the Municipality of Burgas and a Golden Pen sculpture from the Union of Bulgarian Writers.
